Python dependencies from Debian not updated #1602

Currently, all Python dependencies that are installed from Debian are not updated by pip install. As we cannot simply pip install -I (due to uwsgi having to come from Debian), we will have to install AlekSIS into a venv, ultimately.

@magicfelix and @hansegucker basically knew this, but decided to burry the issue and get us rid of any Sentry security updates in !3701 😠 .
