Under "Live Documents" in the menu, there is a button "Create live document", which links to # and has no function.

That's not exactly correct. If there is no app registering a live document type (like AutomaticPlan in Chronos), there is no function. But normally it opens a dropdown menu allowing to select the concrete live document type.
